The Waterworks Chain
The Waterworks is not only the first quest chain any player will encounter, it's also required for every player to complete (at least the first half). In order to get into the Marketplace, and therefore the pawn shops, Houses, and most of the game content, you'll need to complete The Kobold's Den: Rescuing Arlos.
From the Harbor, you enter the Waterworks area at marker #1. Depending on which step of the Waterworks quest you are on will determine which way you will proceed at Private Jake (marker #2). If your quest is with Clan Gnashtooth, you will proceed north toward the Bridge (marker #3), or if it is with Clan Tunnelworm, you will proceed east toward the Pit (marker #5).
To start the Waterworks quest, you will need to speak to Guard Tember who is located right outside the Clan Gnashtooth entrance at marker #4. Be aware that there are monsters on the path to get to Guard Tember and that this zone is considered an instance, meaning that once all party members have been out of that zone for five minutes, it will reset and repopulate with monsters when you reenter. Each small encounter will earn you a very small amount of experience, but take note that these small encounters will also cost some spell points and hit points to fight your way through.
There is one shrine in the zone and it is on the way to Clan Tunnelworm. It is not worth fighting through more monsters to get to the shrine if you are on your way to Clan Gnashtooth, but it is worth using on your way to Clan Tunnelworm since the instance will likely reset by the time you are finished with either of the Clan Tunnelworm quests.
Once you've completed the first two quests in this series, the Kobold's Den chain, you'll be able to get permission from the Harbormaster to leave the Harbor area. You'll get some great reward options when the chain is complete though, so you'll probably want to stick through to the end.
