This is the second mission in the Waterworks storyline. After finishing The Kobolds Den: Clan Gnashtooth, you can enter this instance.
You enter the zone at marker #1. Make your way south toward the Bridges intersection, beware of the spike trap.
At the Bridges (marker #2), you will find several kobolds in the middle. They are significant because they respawn and will likely be up each time you finish one of the wings. If you are planning on maximizing your experience for the zone and get the most loot, you will want to start with the east wing first. Make note that once you lower one bridge, the other two will raise up.
Head toward the 2 Prisoners first (marker #3) before heading to Bloodletter's Room (marker #4). This is because Bloodletter's Room is a very serious fight, and you will likely want to find the second shrine in case things go bad. The only two shrines are in the east wing, the north one is obvious, but the south one is behind a hidden door. Head to Bloodletter's Room once you are ready.
When you get to the doorway into the very large room with Bloodletter, you need to hold your group ready before entering. Once someone goes slightly inside the door, the gate will close and block any other group members from entering. You will need to make the entire group move at once into the room. If someone gets locked out, the only way to open the gate is inside the room on the far wall (a lever). Note that there are many mobs in this room with plenty of kobold shamans. If the group all dies, you will need to release and come all the way back, because there is no way to enter the room from the outside once the gate has closed. After you have finished with Bloodletter's Room, head back to the Bridges (marker #2), lower the bridge to the west wing, and make your way to the gate.
You are now on the upper part of the prison part and will need to use the switch near the door to open the gate and open the doors on the prison cells for this upstairs part. There is a chest behind a hidden door here as well. One of the prisoners for the optional quest is upstairs (marker #5), and it is usually a good idea to kill the monsters up top as they are ranged fighters and will create problems if they are up while you are downstairs. After clearing the top level, make your way back to the Bridges (marker #2). Falling down to the second level at a low level is likely very deadly and the gate to the downstairs area is closed with the switch to open it guarded by kobolds.
After reaching the Bridges, lower the bridge to the south wing, and head down to the downstairs gate. Hit the switch to open the downstairs cell doors. The other two prisoners are downstairs (markers #6 and #7) along with Arlos (marker #8). Once you rescue Arlos, head back to the Bridges (marker #2). You may now either continue north to complete the quest at the Exit (marker #1), or you can head to the Undead area for extra loot and experience (marker #10).
In order to reach the undead area, you will need to enter an underwater hatch (marker #9). Take note that if you are wearing heavy armor, your armor penalty will greatly lower how far you can swim without drowning, so unequip your armor and go for a swim (put your armor back on asap once reaching the undead area, preferrably before fighting).
Once you have finished this part of the storyline, you will exit into the Waterworks and talk to Guard Tember about what has happened. He will then give you the second Chapter to the Waterworks storyline. You will need to head to the Clan Tunnelworm area in the Waterworks to continue with Venn's Trail: Clan Tunnelworm.
Completing this stage of the quest chain is all you need to do to get into the Marketplace. Everything beyond this point is optional.
